Electronics Engineers in Western Visayas

The building code of the Philippines under PD1096 has been amended under the house bill (HB) 2836 in relation to the Republic Act (RA) 9292 (Electronics Engineering Law of 2004).

Referring to PD 1096, The said amendments included under Rule 1, Sec.103 the additional scope and application of the code which states "The scope of this IRR shall cover the following disciplines: architectural, civil/structural, electrical, mechanical, sanitary, plumbing and electronics".

My stake to this amendment is that it gives additional force to the weak power of the electronics engineers in the country, particularly here in the Visayas. The common misnomer to the old building code is that the scope of the structured cabling, telephony and other electronics equipment such as but not limited to fire alarm system and CCTV, is attributed to electrical engineers. Although there are some similarities in the properties of the said devices and equipment, the fact that this is covered by RA9292 under the scope of the electronics engineers must be in effect be given to the latter. However, it seems that ignorance to the said law is prevalent especially to agencies or offices that do not know the updates in the said law. Our prayer as an electronics engineer is that the respective agencies consider the update so that the new breed of engineers specifically the electronics engineers can practice their profession without competition and overlapping functions.

Under Rule 3, sec. 301, "Permits supplementary to a Building Permit shall be applied for and issued by the building official. These include Ancillary and the Accesory Permits.

The Ancillary permits duly signed and sealed by the corresponding professionals and the plans specifications shall be submitted together with the duly notarized application for building permit., The building permit is null and void if not accompanied by the ancillary permits. The prescribed ancillary and other accessory permits/forms shall likewise be used whenever applicable. The ancillary permits are the following:
     1. Architectural Permit
     2. Civil/Structural Permit
     3. Electrical Permit
     4. Mechanical Permit
     5. Sanitary Permit
     6. Plumbing Permit
     7. Electronics Permit.

Under Sec.302 of the same rule, "5 sets of survey plans, design plans, specifications and other documents, prepared, signed, and sealed over the printed names of the duly licensed and professionals a.) Geodetic Engineer, in case of lot survey plans. b.)Architect, in case of... h.)Electronics Engineer, in case of electronics documents.

My stake to this amendment is similar to the previous one. The ECEs or the electronics engineers were added to the building code. Please take note that the ECE has two levels in the profession. Those who are registered (newer to the ECE profession) and the professional ECE that has certain level of proficiency as approved by the IECEP (the accredited professional organization for ECE). Only the professional ECE (PECE) can sign those documents i.e. permits with the help or aid of the registered ECEs.

Based on these premise, the said Electronics Engineers in Western Visayas, Electronics Engineers in Iloilo, Electronics Engineers in Capiz, Electronics Engineers in Negros Occidental, Electronics Engineers in Guimaras, Electronics Engineers in Aklan, and Electronics Engineers in Antique will be very happy in the sense that there will be equal protection in the engineering practice provided that the end-users are knowledgeable of the said amendments in the law.
